Kyoto Protocol

On December 11, 1997, the Kyoto Protocol was adopted in Kyoto, Japan, and entered into effect on February 16, 2005. The method for implementation of the Protocol was decided upon at the Conference of the Parties 7 (COP 7) in Marrakesh, Morocco, in 2001, and are called the Marrakesh Accords.

The United Nations Framework Convention on Climate Change has been a driving force in the application of the Kyoto Protocol.  What makes the Protocol different from other environmental conventions is that it commits them to binding targets instead of mere encouragement to reduce.    The targeted reductions are at an average of five per cent against 1990 levels over the five-year period from 2008 to 2012 for 37 industrialized countries and the European Union.
These commitments are directly resulting from the recognition that industrialized nations pollute more than smaller, less-industrialized countries, and have been polluting for over 100 years.  As a result, a heavier burden to reduce GHGs has been assigned to those countries that are industrialized.

The Protocol ends in 2012 and talks in Copenhagen and more recently in Cancun have been aimed at coming up with a framework for the next step once the Protocol expires.  Copenhagen largely failed to come up with definitive goals and Cancun showed even less-stellar progress when Russia announced that it will not sign on to the Protocol in 2012.  The United States has also not signed on to the Protocol.
