Bureau of Ocean Energy Management, Regulation and Enforcement

 

Formerly the U.S. Mineral Management Service (MMS), the U.S. Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE) is a part of the U.S. Department of Interior. 

The Bureau plays a key role in America’s energy supply by managing the mineral resources on 1.7 billion acres of the Outer Continental Shelf (OCS). Most notably, BOEMRE has been closely working with the offshore Oil & Gas industry companies.

30 CFR Part 250

Effective on May 19, 2010, changes specified by 30 CFR Part 250 went into effect at oil and gas producing facilities on October 19, 2010, (180 days after effective date of ruling).  This ruling applies only to facilities that process more than 2,000 barrels of oil per day (bopd).  It requires that information on emissions on processes and equipment (Part 250.218) be reported.  All flaring or venting of natural gas data must be reported to the MMS separately.
 

Operations

The natural gas released or burned because of the following operations is also affected by this ruling:
  • Unloading or cleaning of a well
  • Production testing
  • Relieving system pressure during equipment failure, equipment repairs, emergencies or shutdowns


Alternatives

Meters are a great low-cost alternative to a full switch from venting to flaring: 
  • BOEMRE already estimates that the vented emissions are quite low (0.31% including platform and non-platform sources)
  • They estimate that a mandated switch from venting to flaring would only reduce total US greenhouse gas (GHG) emissions by less than 0.05%.
  • In order to avoid the overwhelming costs of such a mandated switch, they have requested more and clearer data to be provided to get a more accurate measure.


Meters are required on new and existing facilities that process more than 2,000 bopd or more.  BOEMRE estimates that each facility will need 2-3 meters, one for each pressure system (High Pressure, Intermediate Pressure, and Low Pressure).
